constantly beeping and not starting up

How do you stop your computer from constantly beeping and not starting up?
My computer will turn on but doesn't do anything but make a constant long beeping sound and will not let me log into it.

it sounds like its a problem with the mother board. You might want to dry loading it into safe mode to see if its a windows problem. Press F8 when starting up
