why do i get/ windows/ system 32/rundll32.exe error on my computer

When ever i try to open anything on the control panel i get this error and it does not lets me open anything on control panel. It is very annoying message and i can not seem to find any way to get rid of it.
It wont even let me download anything either and when i try to open anything using "Run" icon i come up with this "open with" option every time.
Any assistance with this annoying problem will be appreciated.

This is occurring because I program is not probably being executed. You may need to find out which program is trying to execute the file. You can do a system restore or remove the rundll from the registry.
Here is how:
